BCA is responsible for calling open tenders to lease out State land for the development of new purpose-built dormitories (PBDs) for foreign construction work permit holders (WPH).
These PBDs are built and commercially operated by the successful tenderers, i.e Dormitory operators.
While BCA oversees and ensures that the dormitory operators comply with the requirements in the dormitory tenders, the dormitory operators are responsible to submit and obtain clearance and approval from relevant authorities.
Purpose-built dormitories that BCA oversees
BCA oversees 10 commercial PBDs offering between 1,500 to 25,000 bed spaces per dormitory. The PBDs provide essential amenities that cater for the foreign workers' living and social needs such as:
- Centralised kitchen with dining halls
- Laundry services
- Sickbays
- Indoor recreational / TV / reading rooms and gymnasium
- Outdoor games courts and recreation / socialising areas
- Open field
- Fitness corner
- Minimart
- Canteen
- Barber shop
