Market-Based Skills Recognition Framework (MBF)

Ministry of Manpower (MOM) implemented the MBF framework to allow “Basic Skilled” R2 workers to upgrade to the “Higher Skilled” R1 status should they meet the qualifying criteria. This aims to help the construction sector retain workers with better skills and experience. 

Who can apply

Workers will need to meet the following criteria to qualify:

  1. Minimum fixed monthly salary of $1,600 per month; and
  2. Have worked in Singapore for at least 6 years.
